I'll offer the same idea that I mentioned the last time this came up.
You could just post the FAQ to *.answers, and only post a brief
pointer to the newsgroup. That way they can still access it using the
same interface, and they're more likely to find it in *.answers due to
longer expirations anyway.

When I got complaints about posting a FAQ to some local newsgroups, I
followed a similar strategy - I started posting the full FAQ to one of
the groups which had a longer expiration, and short pointer in the
others.

However, there may be many more people who want the FAQ to be posted
to the group, and they aren't saying so because things suit them just
fine they way they are. So don't forget to count this silent vote.
