Definitely. The MIME encoding also changes any "F" at the start of a
line to "=7F" or some such. Since the faq-server doesn't understand
MIME, it can't find the From or Followup-To headers in your FAQ, so it
rejects it. (The automatic FAQ-checker has the same problem.)
