capitalization; dates

Putting in my 2 cents: May I suggest that an official guideline
be adopted, one of the following:

(1) words after hyphens in the headers are never capitalized.
(2) words after hyphens in the headers are always capitalized.

(I don't care which).

How about a vote?

Also, the guidelines should warn programmers to handle
both upper and lower case, since many FAQ's won't adhere to
the guidelines on this. A deadline could be set after which
the FAQ's have to use the correct case ... or a vague warning
could be issued that this might be done at some time in
the future.

Re dates: As a seismologist, I prefer a year-month-day format;
we find it logical to put most significant digit first, as
is done within numbers. (If you handled
year-month-day-hour-minute-second-fraction as often as we do,
you might feel the same way.) I suggest 1996-11-03, which
continues to be unambiguous after the year 2000. Nobody ever
uses year-day-month, so the year-month-day format is
unambiguous with a 4-digit year. If I remember correctly,
this is actually an international standard.
