Capitalization in header names

It appears that words following hyphens in auxiliary headers are
sometimes capitalized and sometimes not. E.g.: Archive-name,
Posting-Frequency, Last-modified.

Is there a rule for predicting which is correct, aside from a
canonical list of header forms?

Are post-hyphen words in the main (i.e., non-auxiliary) header
section always capitalized?
