The requirement is that the auxiliary header, or at a bare minimum the
Archive-name: line, come directly after the main header, with only a
single blank line between them. Any "Begin Signed Post" notices have
to come after the auxiliary header, unless they can be worked into the
main or aux headers themselves.
There's a section in the *.answers submission guidelines which covers
PGP signatures and similar beasts, with an example.
As for the approval itself, just put both the email addresses in the
header, comma-separated.
