I don't understand why there cannot be N different FAQs for the same
group (because of controversial points of view, of course). The concerns
for "stealing" FAQs could be addressed by having at consensus.com a
list of FAQ names/maintainers. Then, if I want to write another FAQ
for news.foo.bar I just choose a (nicer?) name, and that's all.
