As long as we're just talking about a standard for a URL header, not a
new standard for URLs themselves, and we want to use valid URLs, we're
going to have to live with the %20 in place of a space. My vote
(speaking just as myself, completely unofficially) is for
URL: <ftp://site.com/path/file%20name> "my description"
