Starting a *.answers archive

I've been talking with the Powers That Be here at Capital Area
Internet Service, and we've decided that due to a number of things (not
least of which is that we'll have a connection as fast as all of mae-east
in about two weeks), we've decided to start a FAQ archive.
Can somebody point me towards the appropriate software? I'd like
to start with a simple rtfm-style FTP archive, and implement an HTML
translation thingie once that's reliable.
