I have recently made this decision. I decided that the primary method
of distribution for my FAQ would be the WWW, so I wrote it in HTML.
I create a text version for distibution on newsgroups using Mosaic.
(I also use Mosaic to create a PostScript version, available via
anonymous FTP.)

I use Mosaic because it is there. I would be interested to read what
other maintainers use to convert their FAQs from HTML to text.
