YES. In particular, those "Welcome to ......" periodic postings would be
the most appropriate place for the charter, IMO. This keeps the charter
around so people remember what the newsgroup is all about hopefully
minimizing tangents.

Well yes and no. uunet.uu.net archives all Usenet control messages.
These are the massages which basically create newsgroups. For a number of
years they have included the charter for the newsgroup. If the newsgroups
was created in 1991 or later there should be a charter in the archive said
newsgroup. They are located at ftp://ftp.uu.net/usenet/control/

Well in this case, you are out of luck.
ftp://ftp.uu.net/usenet/control/comp/comp.sys.atari.8bit.Z doesn't contain
the charter probably because the newsgroup is so old. You may find it
elsewhere though, good luck.
