I set up a mail server to handle all incoming submissions. You can't
submit anything unless you know the "magic word". If you try to send
in something without the magic word, it automatically gets sent back
to you with a help file for the server.
The server can also provide all the administrative documents. One of
these contains the magic word. You have to read it to find the word.
Therefore, all submissions that I actually get are in fact from people
who have read the directions.
