I think it means a frequent posting with basic information. My FAQs
for sci.geo.meteorology and sci.data.formats answer one basic question
(which is implied, not explicit): "Where can I get information?"
There is no Q and A; they are all just organized lists of resources.

I call them FAQs because that's a known term (at least on Usenet) for
"information for beginners". I'd go with [c] for your posting.

If you want to see mine, as an example, use anonymous FTP to
rtfm.mit.edu, and get the files weather/data/part1, weather/data/part2,
weather/resources, and sci-data-formats from the directory
/pub/usenet/news.answers. They're also at the OSU FAQ site.
