I suffered the same confusion while going through the approval process. I
think it would be a good idea to add to the guidelines to clarify this.
The paragraph that's applicable, in the submission instructions, is

Once an FAQ has been approved for *.answers, you will post it
directly to the group yourself, by indicating in the header of the
message that it was approved by the *.answers moderator, as
described above.

I would extend this with

The *.answers moderators will not actually post your FAQ when they
approve it. Instead, they will notify you of the approval and of the
method for regular posting. The approved FAQ will not appear in your
newsgroup unexpectedly. You will control when it is posted.
