I missed the meaning of

Of course, the place of the Url: line is in the _secondary_ header
evaluated by the archive servers, not in the primary header for the
News system. This makes prepending an "X-" unnecessary.
I had suggested to put in a piece of HTML containing URLs to other HTML
documents in the header. Henk's suggestion was using just the URL,
which is much simpler and less error-prone and should therefore be used.
The document pointed to can be as fancy as the author chooses ..
I stand corrected.
