This is technically inaccurate because of the possible presence of
_other_ moderated groups in the header. If the article has an
Approved: header, it will be posted anyway, regardless if the
news.answers approval address is in it. If the article does not have
an Approved: header, it's pretty much a crap shoot as to which
group's moderator it is going to be sent to.
