I don't think this is sufficiently clear in delineating the difference
between submission of an article to *.answers for approval and submission
of an ordinary post to a moderated newsgroup for moderator approval.
To those of us who haven't been moderators, the presumption is that
*.answers is no different than any other moderated newsgroups, and that,
if we send something to *.answers as if we were posting it, and if it
is then approved, we will not have to repost it, because it will pass
through the moderation process and end up in the newsgroup.

One of the reasons I've become so frustrated with the system is that
I *did* read everything, carefully, and more than once, before submitting
my FAQ for approval. I can't remember the last time I did poorly on
any reading-comprehension test, yet apparently I didn't understand
how the system was supposed to work, and that says to me that the
guidelines aren't worded well. I mean, I *tried* to get it right,
and I'm not stupid, but I didn't "get" it the way I was supposed
to "get" it.

Let me suggest a very minor rephrase of the section you quoted,
which might work better:

"... we will not actually complete the posting of FAQs into *.answers.
Instead, our job is to approve FAQs, and to provide approval headers to
FAQ maintainers, who subsequently cross-post their approved FAQs to the
*.answers groups. We also watch the *.answers groups to make sure
unauthorized postings do not appear in them."

It needs to be clear to the FAQ maintainer that what we send to the
maintainers by attempting to post to *.answers does not ever get to
*.answers, but instead gets "approved" so that we can *later* post
to *.answers.
