Certainly. If it is written in the form:

then the problem isn't really that it is hypertext. If it is of
the form:

<a href="#Sec5.2">Section 5.2</a>.)<p>
then it is still useful in ASCII. The links are less convenient
in ASCII, but they're still useful. You now have to consider your
users -- particularly the newbies who would ask a FAQ instead of
going directly to the archives for the html version.
Will _this_ portion of your users want to see
(If you don't know how to chortle a widget, please see
<a href="#Sec5.2">Section 5.2</a>.) <p>
and figure that they should ignore the weird stuff, or will it be
too much of a barrier? Will they be better off with
(If you don't know how to chortle a widget, please see Section 5.2.)
