Utility for marking changes to a text file line-by-line?

I've seen some publishers of FAQs and the like mark changes in a periodically
posted document by putting a character, often |, in the first column of each
changed line, like so:

same
same
| different
| different
same
same

Can anyone point me to a utility which does this?
