I'm sorry, but this strikes me as being way over on the bureaucratic end of
the "loose cannon --- bureaucrat" spectrum.

If there's a missing posting of the periodic "What is Usenet" posting,
generally sent to news.announce.newusers, I would volunteer my
reply/rebuttal ("What is Usenet - NOT") as a substitute in the
interim.
