[about the use of 8 - bit ISO 8859/1 characters in a FAQ]
How to represent Umlauts is little short of a religious war in
the German - language part of Usenet, the de.* hierarchy.
The three major alternatives are:
a) Use ISO-Latin 1, but stick Mime - headers into your message; they
read:
Mime-Version: 1.0
Content-Type: text/plain; charset=iso-8859-1
Content-Transfer-Encoding: 8bit
Some people argue that any system which cripples these messages
deserves to lose; others violently disagree. However, sticking
in the Mime headers may help for some systems.
b) Use the german.sty LaTeX convention, i.e. write an o-Umlaut as
"o and a sharp s as "s. Some people argue that this makes a text
close to unreadable; however, if you only use it in proper names,
it shouldn't be so bad.
c) Use phonetic transcription, i.e. oe and ss. With proper names,
this can lead to inaccurracy, because the combinations ae, oe, ue,
and ss could also be part of a name.
Suggestions? Well, this IS a religious topic ;-) but in your case,
because of accuracy, I would probably lean towards a) or b).
