To add to the list of reasons:

to control the load on the Frequent Answerers
to consolidate the best answers, since they won't all be
posted in response to every new question

misc.health.diabetes does not have an overload problem at present (20-25
articles/day). Also, we have to be aware that new posters are often people
who have just been diagnosed with diabetes, and are under considerable
emotional distress as a result. We don't expect that they will always take
the time to find the FAQ, and because mhd is an unusual combination of a
support group and an information group, we don't always expect the same
preparation for posting that other groups do. (However, people who ask where
to find free logbook software *are* told to go read the FAQ.)
