Keyword used there... likely... It is not the standard today. I am sure
that some form of it will be sometime in the future but people treate this
as gospel today. Ask Henry, it is still in draft stages and then needs to
begin the IETF process where anything can happen. I disagree with inclusion
of the SHOULD usage and feel that it should be reworded to recommend. The
fact is that Steve is correct to point out the direct contradiction between
the two parts. Contradictions such as these still need to survive the IETF
process before becoming a RFC that obsoletes RFC1036.
