I suggest that you do what I do:

Post the main FAQ once a month.

Post a short article weekly, explaining how to find the main FAQ.
Tell users to try the newsgroup, and explain that their news system is
broken if the article isn't there, and they should complain to their
news admins.

Then for backup, tell 'em how to get the articles from rtfm, Thomas
Fine's FAQ archive (add a note saying that they have to be NSFNET
approved for that), and by mail server.

If you've got a multi-part FAQ, stagger the parts. For instance, I
have a four-part FAQ plus overview. I post the overview weekly, and
each time I also post one of the four parts. This has the
side-advantage of not making news flow so uneven. Personally, I
really hate it when I go to a newsgroup and suddenly there are fifteen
new copies of FAQ postings.
