When you post an article, the news software checks to see if you have
posted to one or more moderated newsgroups. If you have, it then looks
for an Approved: header. If there is an approved header, then your
article is crossposted to all specified groups. If you are posting to
one or more moderated newsgroups, and there is no Approved: header, then
your article is mailed to one of the moderators of one of the newsgroups.
(It is not always easy to predict which moderator will receive your article.)

When the moderator gets your article, they decide what to do with it,
which probably means posting it to both their moderated group and
any unmoderated groups the original author chose to post to.

If you have cross-posted to multiple moderated groups, the multiple
moderators should check with each other to make sure the article is OK
for all newsgroups.

In short, crossposting is an all-or-nothing proposition.
