I don't know of any standard, but I use the following model from
_Internet Reasearch_, a Meckler publication on electronic networking
applications and policy:

Author (last name, first) <network address if known>. (date). Title of
Source. Place of publication: Publisher. Available: FTP address
(unusual login) DIRECTORY: (assuming use of CD or Change Directory
command) FILE(s): (filename.filetype as appropriate) E-mail:
(mailserver address) {Subject: Put in the subject line of the message}
MESSAGE: (usually a single line).

So a reference might look like this:

Martinez, Mark <mlbm@lanl.gov>. (3 January 1994). Star Trek
Books-On-Tape. Available: ftp rtfm.mit.edu DIRECTORY:
pub/usenet/rec.arts.startrek.misc FILE: books-on-tape. E-mail:
mail-server@rtfm.mit.edu MESSAGE: send
usenet/rec.arts.startrek.misc/books-on-tape.
