This would miss what for me is the entire point.

I don't object to CD-ROM distribution of my FAQs. What I object to is
CD-ROM distribution *without asking my permission first*.

If Walnut Creek won't honor copyrights -- won't even comply with the bleedin'
*law* -- then what reason do we have to believe that they will honor a
header of this kind?

That cuts to the heart of the issue.
