Personally, I've never liked the inside header. I've always
echoed the required information in the news.answers inside
header in X-headers anyway, so I'd answer this question in the
affirmative (and, if an inside header is agreed on, I'll echo it
in an X-header whether everybody else thinks it's a good idea or
not...).
