This was discussed in the "last" go-round of CD-ROM discussions. Here
is what I do for the moderated newsgroup archive location FAQ.

This article contains the location of archives for moderated
Usenet newsgroups. If you wish to get the latest version of
this file, send an email message to
send-mod-archives@ftp.sterling.com
and it will be mailed to you. Please use a domain based address
if possible. This file is also available via WWW and FTP from
ftp://ftp.sterling.com/moderators/Archives.html
or
ftp://ftp.sterling.com/moderators/Archives.txt

This gives anyone the ability to retrieve the most current copy via Email,
FTP and WWW. If they choose to look at an out-of-date copy after that,
due to convenience or whatever, it's their decision.
But really, for most of you, your data does not change all that much to
make your information _totally_ worthless. My 2 cents is that too many
people here are being extremely petty and if you wish to be a part of the
solution that FAQs are trying to be then you should freely allow USENET
distribution and all its related distribution mechanisms. CD-ROM can be
just another way to get articles to the user.
And if you wish to bash CD-ROM vendors, you really should be targeting
someone other than Walnut Creek. They sent me every free CD I ever asked
for. And I use them quite often. Only one other CD-ROM vendor has
followed through on their offer to send me a free CD and that was a
Japanese Sun User Group.
