We use the commercial ListProc 7.1 at consensus.com, as well at some of our
clients (most significantly CI Labs). It has many of the features it sounds
like faq-maintainers needs. We would be glad to host the list here.

With ListProc this can be set as a list option, so that by default it
DOESN'T go back to the list. Also daily or weekly digests are an option
with ListProc. Also, ListProc supports moderated mailing lists with
multiple moderators (so that the first one who approves a posting will send
it out, other 'approvals' will not send duplicates.)
