In the news.answers archive. That is, very specifically in the
directory for news.answers, not all of the directories which are
maintained via the service the news.answers moderators provide.

The last time I checked, all of the references to the same FAQ in the
archive are via hardlinks. First the archive-name version is stored
in news.answers and then one or more hardlinks are made to it in the
directories for the groups to which it was cross-posted.
