idea for news.answers "GPL"

[note I'm really posting to -announce, don't reply there, but join
the thread I started in news.admin.policy. ]

Based on mathew's "summary" of sorts, I've come up with
a simple "GPL" that would solve all this regular flaming every time
somebody publishes a CD. I propose that the news.answers team
accept only FAQ's that agree with the following license:

* All articles posted are copyrighted by the poster, unless otherwise
stated.
* These articles may be copied and modified for personal use.

* Any copying or redistribution of articles posted to news.answers for
other use must be done in the newsgroup's entirety, all in their
original format. These articles many not be individually or
selectively copied or redistributed for other uses except by
permission of the copyright holder(s), unless otherwise stated.
Redistribution into other media must make reasonable efforts to
maintain current copies of these articles, and not redistribute any
peridic posting no longer under distribution. (as listed under "List
of Periodic Informational Postings")

Basically the intent is, if you are providing a CD which contains a
mirror of news.answers or rtfm.mit.edu:/pub/usenet, for example, that's
fine. You don't need anyone's permission since that is "fair use".
(since it mirrors current behavior of Usenet) But, if you use editorial
judgement, or otherwise exclude certain articles based on content, then
it is not "fair use", since Usenet operates on an all-or-nothing
basis.
