I have a few suggestions.
1) consensus for a standard FAQ format is good, but please don't try to
achieve it here. start a new mailing list for it.
2) don't even try to please everyone. pick something that will please
most, implement it.
3) the path to standardization is not telling people `hey, do this' but
`hey, how can you help me standardize' and also showcasing a format
that many can use. standardization is a gradual shift. if people
convert, others will be converted.
OK-- my main suggestion is that it seems to me that FAQs are trying to
be many things to many people. I would recommend a universal faq format
UFF. This can be turned into gopher or URL or straight ASCII documents
with conversion tools. FAQs are inherently hierarchical.
Also, anyone attempting to do any of this should read the MIME
standard. I don't know much about it other than that it is crucial for
this! Maybe a UFF -> MIME converter is all that's needed.
