To: The President and Secretary of State of the United States, President Eisenhower and Secretary Herter.

Your Excellencies:

It is our purpose to say that to alt the people of the world who love peace and freedom, the United States is the greatest and most powerful ally.

The American Government has chovm great interest in. Tibetan affaire and has given help both persons! and impersonal. In doing this and by continuing to scad us advice andish to thank you very much for alt that you have given to us.

I now wish to say for one purpose that the essential desire of all Tibetan people, central, north, south, east, west, Ifhamba, and Amdo, all having the camo language, religion, aad beliefs, aad with one will, alt together want independence of Tibet.

In the world generally, aad particularly in South East Asia, it is very Important to have peace. Your support is even more important bow than it was before. Please coafer and plan whatever strategy is necessary in regard to givhng Tibetans independence. Please present this plan at some time in the future when thearises at the United Nations about recognition of Communist China. Eventually we will tell you what will be the necessary things to do.

The American Government, President Eisenhower, Secretary Herter: please give us advice regarding our affairs and what you propose to do.
