Adoula's "police action" to end Katanga's secession collapsedovoabor fol-loving tne defeat of Congolese Army (ANC) Incursions Into Katanga froa Kaaal province. Leopoldvllle bad used tbree battalions for the aaln "thrust" alaed at taking Kan1 aaa and its alratrlp. Although the UN comma rid declared Katanga's defenseiolation of tbe cease-fire and ordered UN ground and air patrole, aoaircraft woro destroyed by UN forcea, nor waa there any fighting between UN and Katangan forces.

Even before the ANCback into Kaaal, Adoula complained over UN failure to neutralize Katanga'a aircraft and control its mercenaries, aod threatened to obtain bis own planes and pilots. Adoula's next political objective would appear toew UN mandate.

Ethiopia, Nigeria, and tbe Sudan baveeeting of the Security, presided over this month by the Soviet representative, to clarify the directives to the UN forces and to seek means of exerting pressure on Tahom-be'n foreign supportara. Sture Llnner, the top UN cilivlan representative in tbe Congo, told tha American ambassadorovember that he found little sontlment in the Security Councilew mandate and tbat he feltcould bo handlod under the existing one. Llnner said tbe UN Secretariat does not Interpret the Adoula-Tsbon-b* fight log aa civil war, and tbat UN forcss will not. Be said he bad informed Adoula that Leopoldvllle could not expect UK military support, although tbe ON forces were in effect giving the ANCair support bypatrola over theborder. Llnner said that in tbe event that thewere broken or that UN forces were attacked, tbe UN would not resort to "operationsrand scale "

Adoula apparently hopes, io cooperation with the UN, to setshadow regime" in northern Katanga toove by Gizenga to tbe south and to exert further pressure on Tshombe. Jason Sendee, tbe antl-Tshonbe Baluba leader and one of Adoula's two deputywas scheduled to arrive in th* areaovember, and food and medical supplies were being sent to the Balubas. UN representatives are aware of this "peacoful penetration" ofKatanga and aro apparently supporting It. Adoula, foiled in his Invasion from Kasal, may now move bis forcea eastward to reinforce Sendee.

ovember, General Mobutu plaannd toeinforcements into Kasalfroa Leopoldvllle and Co-qullbatvllle, and UK sources report tbat he planned to move eastward to Join General Lundula's ANC forces sent down to Klndu and Kasongo from Stanleyville toow "front" toward Kongola, Kabalo, and Nyunzu In northern Katanga. Adoula say, however, run into conflict with Gizenga, who haa beenctober.

Minister of Interior Chrls-topho Gbenye, sent toby Adoula to bring Gizenga back to Leopoldvllle, returnedovember without hla. loyalties have contlnuod to shift, and Adoula's efforts to woo hla avay froa Oizenga may also have failed. Gizenga may beilitary move against Katanga, independent of Leopoldvllle, hoping that ho can undermine tho Adoula government by achieving victory on hla own over Tahoabd. Adoula threatenedovember to bring Gizenga back to Leopoldvllle by force and said that the time had comehowdown.
