At the US Intelligence Board (USIB) meeting this morning, Acting Chairman General Carter called attention to Attorney Donovan's attompt3 to secure the release of Americans -ho are being held prisoner by Castro, and the fact that Castro has refused tc releaso other than the two womon prisoners because he claims he has not received the drugs and supplies vhlch this country promised-in exchange for the Cuban invasion prisoners released some months ago.

Carter saidheck had been made as to the truth of Castro's statement, and it had beon determined that onlyf the promised supplies and drugs had been delivered to Castro; that the delay was attributable to two factors, namely the shipping strike, and the fact that no one person or agency in government was responsible for pushing the delivery of these supplies. Carter stated that the Attorneyas very exerc1 sed^yer this delawand so vas Director McCone ofo said that Th"range-ments have been made to mTowB shipping available to get the remaindor of these supplies over to Cuba.
