Israel and Lebanon's Diversion Project
1. Lebanon is proceeding witb construction of facilities for diverting water frost tbe Hi8bani River, one ofJordan River's headwaters. In accordance with the joint Arab plan to deny these waters to Israel. Thle Arab effort is in response to Israel's Jordan River diversion project which has been in operation for moreear, parts of the Arab retaliatory project are to be implemented in Syria and Jordan as well as in Lebanon. Work has not yet begun in Jordan, and In Syria, Israeliattacks ofarch anday on conalsites have brought workirtual standstill.
