I think that you may be interested in the attached aemo on Chinese Nationalist capabilities to attack mainland China. Tho existence of Taipei's forces in being is an element in the balance ofsia,estraining factor on Chinese Comaunist intervention in Southeast Asia. The Nationalists have frequently suggested that their forces be exploited for tbe long-awaited counter attack on the mainland. The aeaorandua may, therefore provide useful background for possible discussions of this subject in the near future.
