We are trying to keep CIA out of -policy" matters. Our Mission Is to provide Intelligence. ecognize that "analysis" provides Intelligence, but we must not lose sight of the fact that we should stay out of the policy arena. Certainly we should not be public participants In policy debate.

The Brown article has put us Into the limelight in perhaps the most sensitive avenue of foreign policy and we will probably be thrust Into the political debate.

Please lead an imnedlate review of our policy onof articles. This review should, among other things,ook at:
