reference to your memorandum on this subject, we camnot confirm that the Soviets are now broadcasting in Baluchi. Radio Kabul does broadcast in Baluchi and has been doing so for some time. This broadcast probably reaches Iranian and Pakistani Baluchis. Informal monitoring by Farsl linguists Indicates that this broadcast conveys messages similar to other Radio Kabul programs to the area, but that there is no encouragement of sedition.

Our monitors have been alerted to look for Soviet broadcasts to the area in Baluchi but so far have turned up nothing. We feel certain that we would know if the Soviets begin to broadcast in other languages beamed to the area. However, even if we pickedew Soviet broadcast in Baluchi, our ability to exploit it is limited by the fact that we presently do notaluchi translator. Efforts toranslator are in train. Whenranslatoround, we will target him on the Kabul broadcasts.
