Tbe matter bed been discussed with Mr. T. M- Nordbeck and withledermann, the former of whom had taken the matter up with Fischer Hove. State feels that Itistake to seteries of formal Independent Inter-agency committees under the IAC; that it would be better to simply get IAC blessing for Informal working groups. However,roposal is made to the IAC foradlcal committee, State Department will not oppose It.
