It is further requested that as their first task, the committee aesbers 'make about ten phone oalla each to tba homes of Army officera who are captains and above. The caller will ostensiblyecretaryabor union (Station choose tho most likely ooonmnlat union). The caller will ascertain that ha ls speakingousehold servant and then vlll Inform her that she is expected to affiliate herself with the union, givingabout where she should sign op end pay her monthly dues. The dues should be several ouetasles monthly, enough to mako payment ixposri.ble for ths average servant. When tha servant protests, aba ahould ba admonished that the Government will not tolerate non-^don servants.

Tho Committee should be carefully Instructed to make their calls on the same date and hour so as to minimise tha risk of unfriendly persons becoming aware of the operation and hour so as to minimise tha risk ofpersons becoming aware of the operation and taking steps to trace such onlls at the Central Exchange.
