COMMENT:

American Government interest in the CALLIGERIS movement will be exposed but that is of little consequence since it is practically overt for all practical purposes now, due to the bragging of CALLIGERIS. Adverse effect on the outcome of tbe CALLIGERIS movement In incurring the enmity of ERRATIC le to be expected, but this again cannot be considered decisive since C imself considers the CALLIGERIS movement too weak to succeed and without sufficient assets within Guatemala. This is bis reason for refusing to collaborate even though the efforts to reach nil have manifestly indicated full realization of American Government backing and support. MY POSITIOfl:
