James Monnier Simon, Jr. (Jim) was nominated by the President to his current position in earing before the Senate Select Committee on intelligence and confirmation by the Senatearch, Mr. Simon was sworn in by DCI Tenet9 .
Mr. Simon was commissioned in the US Army retiring7 from the active reserve. Heraduate of the Military Intelligence Officers Advanced Course, the Command and General Staff College, and has completed the Security Management Course from the National War College.
Mr. Simon. in political science from The University of Alabama. in international relations from the University of Southern California (USC). He held both Herman and Earhart fellowships whileh.D. at USC with emphasis in national security, bureaucracy, Soviet studies, and Marxism-Leninism.
He left USC before completing his dissertation and joined the CIA5 through its Career Training Program. He served briefly in the clandestine service before joining the Directorate of Intelligence's office of Strategic Researchilitary analyst specializing in tactics and doctrine as well as Soviet military strategy, doctrine, and plans. 60 he was in charge of the Intelligence Community organization responsible for tasking the Imagery Constellation. e was assigned as the Senior Intel Rep to the US delegation for the CFE Treaty in Vienna where he was principal negotiator for the Treaty's information exchange protocol. After ratificationr. Simon was reassigned as chief of the Community's facility responsible for the preparation, debriefing, and reporting of information gained by arms control inspection teams throughout Europe. r. was named to lead CIA's Collection Requirements and Evaluation Staff.
