This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup sci.space.history. This is
not a Call For Votes (CFV); you can not vote at this time. Procedural

RATIONALE: sci.space.history

There has been discussion on the sci.space.* groups for the past month
or so on the need to create another sub-group limited to the discussion
of space history. The current break-out of sci.space.* groups does not
really have an appropriate location for such discussions, so they
frequently get posted to sci.space.shuttle, which is not totally
appropriate, and tends to muddy the waters during Shuttle flights
when the number of appropriate messages is at its highest.
(They also appear occasionally in most of the other sci.space.*
newsgroups, which fragment both the discussion and the audience.)

CHARTER: sci.space.history

The sci.space.history newsgroup will be directed toward discussion
and informational exchange concerning the history of all manned and
unmanned spaceflight and spacecraft.

This group will include, but is not limited to, discussions on the
American and Soviet/Russian manned programs (Mercury, Gemini,
Apollo, Vostok, Voshkod, and Soyuz), unmanned programs (too
numerous to mention), unbuilt proposals (Dyna-Soar, MOL,
System 50-50, etc.), and Astronauts/Cosmonauts from all nations.
The discussions should be primarily centered around designs and
spacecraft technologies, development of historical spacecraft, past
spaceflight programs (both realized and unrealized), locations of
flown vehicles, and artifacts of related programs.

This group will specifically exclude discussions on current Space
Shuttle flights (covered by sci.space.shuttle), current space policy
(covered by sci.space.policy), general technology not related to a
specific historical spaceflight program (covered by sci.space.tech),
and current space-related news (covered by sci.space.news).

The group will also specifically exclude postings related to alien
reports, UFOs, and other such matters whose relation to spaceflight
history is tenuous and controversial at best. More appropriate
newsgroups in alt.* already exist for these discussions.

This newsgroup will be open to anyone who desires to exchange
information, commentary, and opinions regarding the history of
spaceflight. The newsgroup is not moderated, and all posters are
encouraged to use their best judgment in posting to ensure the
integrity of the group.

The posting of any type of binary file to the group is prohibited. If it
is necessary to transfer binaries, posters should include a pointer to
