Per a request from the moderator of news.announce.newgroups, these
two RFDs have been combined.

This is a formal Request For Discussion for newsgroups to split
off topics now comprising a large amount of the traffic in
sci.electronics.  

Over the last several months in both sci.electronics and news.groups
there has been sporadic discussion of reorganizing sci.electronics.
Unfortunately, the traffic in this group is not easily categorized
into subtopics.  With the exception, in my opinion, of a limited
number of subjects.  So, rather than another monthly attempt to get 
momentum going for a grand reorganization, the suggested newsgroups 
are limited to two topics.  

The topic areas under consideration are 1) repairing electronic
equipment, 2) and the use of Computer Aided Design software for
designing electronic circuits and equipment.

SCI.ELECTRONICS.REPAIR 

Proposed Charter.

sci.electronics.repair is an unmoderated group for the discussion
of repairing electronic equipment.  Topics to include: Requests
for assistance, Where to obtain servicing information and parts,
Techniques for diagnosis and repair, and Anecdotes about success, 
failures and problems with equipment manufacturers.

Justification.

This is a traffic based split of sci.electronics.  A large part
of the traffic is requests for assistance for repairing broken
equipment.  Other frequent topics are where to obtain spare parts
and servicing information.  A forum where service technicians can
discuss problems and techniques would be useful.

Possible Problems

Most consumer electronics isn't made to be repaired or requires 
large investments in equipment that the average college sophomore 
who's VCR just puked and died can't afford, but that didn't stop 
him from posting anyway.  ;-)

Blatant advertising and unsatisfied customers could raise the
temperature level.

SCI.ELECTRONICS.CAD

Proposed Charter.

sci.electronics.cad is an unmoderated group for the discussion
of Computer Aided Design software (and systems) for use in
designing electronic circuits and assemblies.  Topics can
include Schematic "Capture" software, Printed Circuit Board 
layout software, introductory and educational use of circuit 
simulation software such as Spice, obtaining simulation 
descriptions (Spice models) for electronic components, and
any other computer software that relates to designing electronic
circuits at the printed circuit board level.

Justification

Traffic on these topics is a significant part of the traffic
in the sci.electronics group.  But this traffic has the advantage
that it can be partitioned off from the main group's traffic to
the benefit of both newsgroups.

(An existing group, Comp.lsi.cad, covers a more esoteric subject 
matter (Integrated Circuit design) and, as of recently, does not 
seem to have much traffic (aside from some of the contents of the 
FAQ posting) on the proposed subjects.)

An alternative of comp.cad.electronics was proposed.  In my
opinion, that emphasizes the tool, and not the task.  It will
also be less visible to the user population, resulting in 
posting to sci.electronics anyway.  (This is a problem with
other postings in the group which has a large overlap with
comp.dcom.telecom and comp.sys.ibm.pc.hardware.*)

Here is a brief summary of how a new newsgroup is created for
persons new to this process on Usenet.

After this message gets posted, the discussion (followups to 
this posting and others) moves to news.groups.  There a discussion
on the existence of the group, its name, and the contents of
its charter takes place over the next month or so.  (News.groups
can be described as the smoke filled back room of Usenet.  
The purpose of the discussion and following vote is to convince
the news administrators of the multitude of sites that the
group has some minimum level of legitimacy.  Not the users, 
the administrators.  Groups that don't meet this requirement
are considered bogus and may not get created at various sites, 
and not propagated.)  News.groups is only place where this 
discussion counts.  Postings in other groups may or may not
have attention paid to them, and generally annoy the participants
of those other groups.  

At the end of the discussion period, if some sort of consensus
is achieved, a vote will take place.  This is announced in a 
posting back to those newsgroups with related topics, and will
have a Subject line with "Call for Vote", "CFV:" or something 
similar.  Voting will be by e-mail, with the instructions included 
in the Call for Vote posting.  Voting will last until the date
specified in the posting, generally about 4 weeks.

So it takes about 2 months, overall.
