                     REQUEST FOR DISCUSSION (RFD)
          unmoderated group rec.games.computer.masteroforion

Newsgroup line:
rec.games.computer.masteroforion	The Master of Orion space game series.

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup
rec.games.computer.masteroforion.  This is not a Call for Votes (CFV);
you cannot vote at this time. Procedural details are below.

RATIONALE: rec.games.computer.masteroforion

Microprose's Master of Orion is a complex empire-building game set in
space. Since its release in 1993, the wide variety of tactics and
strategy possible have made it a hardy perennial in
comp.sys.ibm.pc.games.strategic. Three years later, www.dejanews.com
counts over 1000 posts that mention 'MOO' (as the game is commonly
known) in the first 10 months of 1996. What is more, it counts over
2000 more posts that mention 'MOO2', Master of Orion 2: Battle at
Antares. This sequel is promised for late November 1996, after which
comp.sys.ibm.pc.games.strategic promises to be overwhelmed, if the
level of anticipation is any guide.

http://sunsite.unc.edu/usenet-i/groups-html/comp.sys.ibm.pc.games.strategic.html
counts 259 messages a day in this group, which will soar towards
Christmas 1996 as a number of other long-awaited strategy games are
released.

So the original game probably deserved to have its own newsgroup in
its own right, and the sequel promises to have even more alternative
strategies and customisations to discuss. It will also incorporate a
multiplayer option, which will be a further source of discussion (and
technical problems). An analogy may be drawn with the similar game
Stars!, for which the group rec.games.computer.stars was created in
early 1996 after a consistently high level of traffic in
comp.sys.ibm.pc.games.strategic

CHARTER: rec.games.computer.masteroforion

rec.games.computer.masteroforion is for the discussion of all issues
relating to the computer game 'Master of Orion', developed by Simtex
and published by Microprose, Inc . It is also intended for the
discussion of any sequels to Master of Orion, such as Master of Orion
2: Battle at Antares, again developed by Simtex, and published by
Spectrum Holobyte, Inc under the Microprose brand. Any version of
Master of Orion (and sequels) may be discussed here, regardless of the
computer operating system under which it runs.

No other games should be discussed here; such postings belong in
comp.sys.mac.games.strategic, comp.sys.ibm.pc.games.strategic, or
whatever other newsgroup is most appropriate. Neither commercial
messages nor binary files should be posted to the group.

END CHARTER.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

HOW TO VOTE:

Send email to: jjd@primenet.com

Your email message should contain one and only one of the following
statements:

        I vote YES on rec.games.computer.masteroforion
        I vote NO on rec.games.computer.masteroforion

You may also vote ABSTAIN or CANCEL. ABSTAIN does not affect the
final vote count in any way but is listed in the final voting results.
CANCEL removes any earlier vote and is not listed in the final voting
results.

VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One account per person and one
vote per person. Votes must be mailed directly from the voter to the
votetaker. Anonymous, forwarded or proxy votes are not valid; this
includes votes generated by WWW/HTML/CGI forms.

Vote counting is automated: If you don't follow these directions then
your vote may not get counted. If you do not receive an
acknowledgment of your vote within several days, contact the votetaker
about the problem. It's your responsibility to make sure that your
vote is registered correctly. Duplicate votes are resolved in favor
of the most recent valid vote. Addresses and votes of all voters will
be published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest in
people who would read a proposed newsgroup. Soliciting votes from
disinterested people defeats this purpose. Please do not redistribute
this CFV. If you must, direct people to the official CFV as posted to
news.announce.newgroups. Distributing pre-marked or otherwise edited
copies of this CFV will result in those votes being cancelled. When
in doubt, ask the votetaker.
