RFD: rec.crafts.jewelry

This started out as 'rec.crafts.lapidary', however the first
round of discussion seemed to feel that 'rec.crafts.jewelry'
would be a better name. I started a mailing list and the
general discussions there cover a wide enough range of topics
that I agree with that.

The Charter:

Basically this would be an unmoderated newsgroup for the discussion
of gems, gemcutting, jewelry, jewelry making and related topics
(workshops, displays, sources for materials, etc.).

                     REQUEST FOR DISCUSSION (RFD)
                  moderated group rec.crafts.jewelry

This is a formal Request For Discussion (RFD) for the reorganization of
the world-wide unmoderated Usenet newsgroup rec.crafts.jewelry as a
moderated newsgroup. This is not a Call for Votes (CFV); you cannot vote
at this time. Procedural details are below.

Newsgroup line:
rec.crafts.jewelry	Discussion of jewelry making and gemology. (Moderated)

RATIONALE: rec.crafts.jewelry

The existing newsgroup rec.crafts.jewelry was formed as an unmoderated
newsgroup for the discussion of topics related to the crafts of jewelry
making and gemcutting. For some time, this group enjoyed numerous
lively on-topic conversations by an active core of enthusiasts. As
USENET participation has grown rapidly over the past few months, this
group has become inundated with many unwelcome off-topic posts and
blatant advertisements of goods and services. The resulting lack of
focus threatens the useful existence of this newsgroup, as many serious
jewelry enthusiasts, including jewelers, gemologists, lapidaries, and
collectors, have begun to abandon the group.

It is proposed that rec.crafts.jewelry be converted into a moderated
group for the purpose of eliminating off-topic posts and
advertisements that violate standard USENET netiquette.

CHARTER: rec.crafts.jewelry

The proposed newsgroup would provide a place for discussion of
questions and answers regarding the crafts of jewelry making and
gemcutting. Tips, tricks and informational posting would be welcomed as
well. Mutual assistance and support would be greatly encouraged. This
would be a moderated newsgroup, with no official ties or connection to
any commercial vendor.

'Spamming' of commercial or other messages not related to the topic of
the newsgroup rec.crafts.jewelry, and other violations of standard
Usenet newsgroup netiquette, as expressed in the Usenet FAQs on the
subject, are not permitted. Articles cross-posted to four or more
newsgroups will not be permitted.

Binary posts are not permitted in rec.crafts.jewelry under any
circumstances.

It is the moderator's responsibility to ensure that postings are
free from verbal abuse and personal attacks. Article content will be
the sole criterion of judgement. Authorship will not be a criterion
for any decisions.

The newsgroup is for information and discussion of the crafts involved
in the production of jewelry. It is not a marketplace, and posting of
ads by any individual or vendor, primary or third party, is not
permitted except under the conditions described below. Occasional
advertisements for used books, tools, and equipment, for one-time
liquidations of shops or collections, or for rare, difficult to obtain
materials and services, may be permitted. Such postings will be
scrutinized carefully and screened to eliminate "spam" or untargeted
"scatter" advertisement.

If an advertisement is permitted, only one advert per individual,
vendor or organisation may be posted to the group per month.
The subject line must begin with '[ADVERT]' (excluding the quote
marks).

More information on advertising will be provided in a newsgroup FAQ
document once the moderation of the group has been initiated.

END CHARTER.

MODERATOR INFO: rec.crafts.jewelry

Moderator: Peter W. Rowe <peterwrowe@aol.com>

Mr. Rowe is an accomplished custom jeweler, gemologist, and
lapidary and has contributed numerous technical articles to the
existing unmoderated group in the past. He holds a Master of
Fine Arts degree and a Graduate Gemologist diploma. Mr. Rowe
has agreed to act as moderator, and numerous participants in the
existing group have expressed confidence in his ability to act
in a fair and even-handed manner in this capacity.

Other persons and/or sites willing to participate in the
moderation are invited to contact the Proponent(s).

END MODERATOR INFO.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call
For Votes (CFV) may be posted by a neutral vote taker if the
discussion warrants it. Please do not attempt to vote until this
happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

DISTRIBUTION:

This RFD will be cross-posted to the following relevant newsgroups:

  news.announce.newgroups, news.groups, rec.crafts.jewelry,
  rec.crafts.metalworking, rec.crafts.beads, rec.crafts.carving

It will also be made available to relevant private mailing lists on a
number of on-line services once it has been posted to Usenet.

HOW TO VOTE:

Follow these instructions *exactly*! Votes are counted by computer.
You should send E-MAIL (posts to a newsgroup are invalid) to:

    voting@hut.fi

Please do not assume that just replying to this message will work.
Check the address before you mail your vote. Your mail message
should contain one and only one of the following vote statements:

    I vote YES on rec.crafts.jewelry
    I vote NO on rec.crafts.jewelry

    Voter name:

If your mail software does not indicate your real name (for example, AOL and
Delphi do not), include _exactly_ the statement above on a _separate_ line
and add your name after the colon. Having your name in your signature line
is NOT enough! Do NOT join the lines together or remove the words
"Voter name"!

You may also vote ABSTAIN (which does exactly that) or CANCEL (which
removes any earlier votes). ABSTAIN does not affect the final vote count
in any way but is listed, whereas CANCEL is not.

IMPORTANT VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One account per person and one vote
per person. Votes must be mailed directly from the voter to the votetaker.
Anonymous, forwarded or proxy votes are not valid. Votes mailed by
WWW/HTML/CGI forms are considered to be anonymous votes.

Vote counting is automated. Failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It's your responsibility to make sure your vote
is registered correctly. Duplicate votes are resolved in favor of
the most recent valid vote. Addresses and votes of all voters will
be published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted
to news.announce.newgroups. Distributing pre-marked or otherwise
edited copies of this CFV is generally considered to be vote fraud.
When in doubt, ask the votetaker.
