This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.aviation.powerchutes. This
is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

RATIONALE: rec.aviation.powerchutes

In the rec.aviation hierarchy there have been threads concerning
powered parachutes, often with cross-postings to several rec.aviation
groups in an attempt to find the intended audience.  Discussions about
training for instance have shown that there is a considerable interest
in this subject among participants in the rec.aviation groups.  These
discussions are important, both for new and present pilots engaged in
the rapidly growing sport of powered parachutes.

This new group will provide a forum to discuss flying and training of
powered parachutes.  It should be used both for discussions about
issues that concern training, maintenance and safety during regular
flying as well as for posts about events and related activities. It
should also be used to discuss issues concerning powered parachute
competition.  It will also provide a way of distributing information
about powered parachute issues world-wide.  This should include
distribution of event schedules, contest results, accidents, safety,
equipment and training.

Another topic that has been discussed in some newsgroups is the
question of how certain powered parachutes perform.  This can be an
important safety issue for buying the different models.  Again these
discussions have been distributed over some newsgroups, mostly the
ultralight group.  They are important enough to deserve a dedicated
newsgroup.

Hopefully one important aspect of this group in general will be the
discussion of safety aspects of flying powered parachutes of all kinds
including powered paragliders.  For instance there were several
discussions about recovery techniques from unusual circumstances
recently.  Such discussions can be extremely important during
emergencies.  Hopefully this new newsgroup will provide a more focused
forum for such safety related discussions.

rec.aviation.powerchutes is an unmoderated USENET newsgroup dedicated
to discussions about flying powered parachutes of all kinds.  Posts to
this newsgroup should be about any flying of powered parachutes and

PROCEDURE:

of the process, any potential problems with the proposed newsgroup
