This is a formal Request For Discussion (RFD) for the creation of a
newsgroup dedicated to provide a forum for parties interested in Air
Traffic Control (ATC). This is not a Call For Votes (CFV); you cannot
vote at this time.  Procedural details are below.

RATIONALE: rec.aviation.air-traffic

There is no usenet group dedicated to the discussion of topics related
to Air Traffic Control (ATC). There are many topics to be discussed:
the increasing transfer of ATC from government to private and
semi-private organizations, the introduction and improvement of
computerized communications, navigation, surveillance/ air traffic
management (CNS/ATM) technologies, Free Flight procedural changes
which involve shifting much of the ATC responsibility into the cockpit
and many other topics. This is an era of rapid change in the way we
control air traffic, and a newsgroup dedicated to a discussion of
these topics should help all interested parties to better understand
and implement these changes.

This newsgroup should be open to pilots, controllers, ATC equipment
designers and manufacturers, aviation authorities, students and other
parties interested in Air Traffic Control (ATC). At present, ATC

aus.aviation.airspace and others. The group would consolidate these
discussions and make them easy to find for the interested

PROCEDURE:

of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue for
a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newsgroups), after which a Call
For Votes (CFV) will be posted by a neutral vote taker. Please do not
attempt to vote until this happens.
