                     REQUEST FOR DISCUSSION (RFD)
              unmoderated group rec.aviation.aerobatics

Newsgroups line:
rec.aviation.aerobatics	Discussions about aerobatics flying.

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.aviation.aerobatics This
is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

RATIONALE: rec.aviation.aerobatics

Throughout the rec.aviation hierarchy there have been numerous threads
concerning aerobatics maneuvers, often with cross-postings to several
rec.aviation groups in an attempt to find the intended audience.
Discussions about the pro's and con's of spin training for instance
have shown that there is a considerable interest in this subject among
participants in the rec.aviation groups. These discussions are
important, both for regular flying (e.g. stall/spin training), as well
as for sport aerobatics flying (e.g. how do I fly a hammerhead), but
they often were not directly relevant to the group(s) in which they
were posted.

This new group will provide a forum to discuss flying unusual
attitudes. It should be used both for discussions about issues that
concern unusual attitudes during regular flying as well as for posts
about intentional aerobatics. This would include for instance the
quite frequent spin discussions. It should also be used to discuss
issues concerning aerobatics competition or airshows. It will also
provide a way of distributing information about aerobatics contests
and airshows world-wide. This should include distribution of event
schedules and contest results.

Another topic that has been discussed in several newsgroups is the
question of whether certain airplanes can safely perform different
aerobatics maneuvers. This can be an important safety issue for
renting and buying airplanes. Again these discussions have been
distributed over several newsgroups. They are important enough to
deserve a dedicated newsgroup.

Hopefully one important aspect of this group in general will be the
discussion of safety aspects of flying unusual attitudes. For
instance there were several discussions about recovery techniques from
unusual attitudes recently. Such discussions can be extremely
important during emergencies. Hopefully this new newsgroup will
provide a more focused forum for such safety related discussions.

A FAQ for aerobatics is available at: <URL:
http://acro.harvard.edu/IAC/faq_iac.html> and will be expanded if the
new newsgroup is established.

CHARTER: rec.aviation.aerobatics

rec.aviation.aerobatics is an unmoderated USENET newsgroup dedicated
to discussions about flying in unusual attitudes. Posts to this
newsgroup should be about any flying that is outside the range of the
standards of the Private Pilots License. This includes competition
aerobatics and air-show flying as well as handling unintentional
unusual attitudes during emergencies. Particular emphasis should be
placed on discussing the safety aspects of such maneuvers. Other
topics are discussions about the capabilities of different airplanes
for aerobatics maneuvers and their inherent limitations. It should
include schedules of airshows and competitions, and their results.

END CHARTER.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should raised and resolved. The discussion period will continue for a
minimum of 21 days (starting from from when the first RFD for this
proposal is posted to news.announce.newgroups). All discussion should
be posted to news.groups.

At the end of the discussion period, a Call for Votes (CFV) will be
posted by a neutral vote taker.

This RFD attempts to fully comply with Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and
"Writing an RFD". Please refer to these documents if you have
questions about the process.

DISTRIBUTION:

This RFD has been posted to the following newsgroups:

 rec.aviation.announce, rec.aviation.homebuilt,
 rec.aviation.misc, rec.aviation.piloting,

HOW TO VOTE:

You should send E-MAIL (posts to a newsgroup are invalid) to:

    voting@hut.fi

Please do not assume that just replying to this message will work.
Check the address before you mail your vote. Your mail message
should contain one and only one of the following vote statements:

    I vote YES on rec.aviation.aerobatics
    I vote NO on rec.aviation.aerobatics

If your mail software does not indicate your real name (for example,
AOL does not), please also include the following statement and
add your name on the _same_ line. Include it exactly as written here.

    Voter name:

You may also vote ABSTAIN or CANCEL but these are not counted as valid
votes for the total count.

IMPORTANT VOTING PROCEDURE NOTES:

Standard Guidelines for voting apply. One person, one vote. Votes
must be mailed directly from the voter to the votetaker. Anonymous,
forwarded or proxy votes are not valid. Votes mailed by WWW/HTML/CGI
forms are considered to be anonymous votes.

Vote counting is automated. Failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It's your responsibility to make sure your vote
is registered correctly. Duplicate votes are resolved in favor of
the most recent valid vote. Addresses and votes of all voters will
be published in the final voting results post.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted
to news.announce.newgroups. Distributing pre-marked or otherwise
edited copies of this CFV is generally considered to be vote fraud.
When in doubt, ask the votetaker.

DISTRIBUTION:

This CFV will also sent to the following mailing list:
